But.. Of course.
Since we're going canon, of course Ignis doesn't apply to this debate. Thank you and have a good day.

..is there some reason why you've decided to be a jerk towards me, when i'm just trying to throw in my own half-baked ideas?

Half-baked ideas, yes. Permissable t osome extent, not permissable to some extent. However, in a way, this kind of discussion is not allowed, although I enjoyed the creative non-canon of Toy of himself in the saga.
Then again, why the Master, mister Toy, as the most evil?

You have my answer in the Z series section already, under Neo Arcadia or Resistance.

I'm asking other people. It's well obvious YOU have the thought to rule Neo Arcadia, need not to mention about that.
Anyway....anyone else who wants to rule N.A.?

IMO the most evil would be... Weil. Sigma didn't target humans.. did he? o.O Weil did..

Didn't tartget human? Um think about the X5 eurasia crash. Wouldn't that have pretty much killed everyone on the planet if it weren't pretty much destroyed? X4 Final weapon, he planned to use the laser to pretty much destroy the planet.

He wanted to destroy the whole of humanity just to get Zero "awakened". Isn't that already targeting everyone?

Yeah, and that's a pretty drastic move just to awaken the ultimate power of one... But I can't see Sigma keeping in control too long because eventually Zero would have gotten too powerful to control and taken everyone apart, that is until he came face to face with X...

Maybe just so, but we mustn't ignore the Reploid's so-called sentient conscious factor. The ability to rethink consciously just as the bad moment approaches and possible repentance or change in attitude.

You have your own thoughts, alright, but his actions should be the focus of the day rather than being a pain for X and Zero to deal with. In fact, they would gladly stop him than watch.

Irrelevant babble.
The main villains are most and yet equally evil of their times. It's their responsible and the way they play them.
