VBA stands for Visual Boy Advance, and a ROM is a 'copy' of the data stored in a GBA cartridge, you use the emulator to play the ROM like you're playing a large GBA. I'm not sure if I have VBA on this computer or not, but if I do, I believe I still have MMZ....... than again, now I've got a copy of the real one for my GBA........
Now that the lesson for today is over, yes, that was the Repliforce insignia...... but what I believe is that was an old Repliforce submarine from back in the Maverick Wars........ Just my opinion, though.

Those are merely Repliforce leftover bits that somehow got there adn no one knows. It's probably just a designer's thing, so I doubt that it has anything to do with the plot.
In other words, it's just a cameo. Just like Colonel's soul used by a boss attack.
