Well you know him as originally human. My best guess is that the master computer that is in his armour responsible for his regeneration or health and "never-dying"-ness had a protocol to copy his entire personality. You remember well, he said his memories are in program data.

But the human memory is something very abstract, something that cannot be stored in a memory file or disk. An untranslatable store of electricity, since that's how brains work and ow our nerves work. The human soul also cannot reside in a human organic body fiber for all of eternity. Why do you think humans die ? That's why.

So I say that Dr Weil we know in that armour thingie and Model W are just memory computer data, like ordinary computer files, just that the AI is more advanced and cunningly calculative.

i vote the resistance, maily because at the end of Zero 3, Zero and Mother Elf was the only ones you see after the final attack that Zero makes to destroy Omega, after that, the X-Guardians were no more, if they was destroyed, then let the resistence rule but if they wasn't destroyed, then where were they, hiding because Weil would get his revenge on them for sending him into space? plus X was helping them, that means that the Resistence was doing the right thing all along and that the X-Guardian would follow a fake X without question (excluding Harpuia in Z3) but when it came to the Cyber Elf X, did they stop and though that maybe the was following thw wrong guy, that and Ceil is in it
