Character Creation
Follow the rules on Character Creation in the Player's Handbook.
We'll be using a 32-point Point Buy system for making statistics, rather than rolling for them. Each Ability Score is set to 8 by default, and you have 32 points to allocate to them. If you're of the min-maxing sort, then you're allowed to go as low as 6 in any score for extra points. Meaning you're essentially starting with 6 in every score and you've got 44 points. But whatever, if you go that low in a score I expect you to act accordingly.
Up to 16 on score is simply 1 point each (Meaning increasing a score to 16 will cost only 8 points), but to increase to 17 and 18 you need to spend 2 points each. (Meaning increasing to an 18 is 12 points.)
For example, an array using these rules;
Strength: 16 (8 spent)
Dexterity: 12 (4 spent)
Constitution: 18 (12 spent)
Intelligence: 14 (6 spent)
Wisdom: 12 (4 spent)
Charisma: 6 (2 gained)
Racial bonuses are added later. If that was a Dwarf, for example, then they would have 20 Constitution and 14 Wisdom.
Also, you're allowed one free proficiency - weapon or armor, take your pick.
That should be enough. Consult the Player's Handbooks for more.
Oh, one more thing.
Play an Elf at your own risk.
