I absolutly love the Rockman series. And I was hoping that maybe you could clear up a few questions about it.
Question 1: Is Blues/Protoman the same reploid as Zero?

1) No, they are different.
2) They never seem to be really dead. Most robots can be rebuilt.

It's freaking Capcom Of america the game is not out or has been announced at all in the US, nor is COA making the game,so of course they won't know anything about it. Instead, ask Capcom of Japan!
