And no, Weil is not the king. You're not getting it. Without Wily, none of the events of X or Zero or ZX would happen. Thus, it all begins with Wily. Wily begins the process. Wily is the key. Wily is IT.

Wily is the key to everything of the process, alright, but how his work affects the whole world isn't stated so much in the games, just plain Megaman beat em up.
If you can name events which had affected the entire world of his time and that Wily did all those, go ahead. I'm talking about wide-ranging effects here, not just assumptions. Already imprinted into the game's plotline.

Dr. Wily helped Dr. Light in creating the advanced AIs capable of bringing forth the Reploids; this is in game, it's no assumption. Read the plot.
Dr. Wily created Bass, who Megaman kept defeating, thus prompting Wily to create an even stronger robot. To be specific, Zero. Also not an assumption, canon fact.
Dr. Light created X, not in retaliation, just to complete his goal of making a robot with free will. Dr. Wily made Zero with the same freewill AI. Canon fact, otherwise Zero is just another robot like Megaman, which he obviously isn't.
Dr. Wily gives Zero the Wily Virus, which manifests inside Zero and is transformed into the Zero Virus. Also canon fact. This virus is eventually transferred into Sigma through his breaking of Zero's helmet gem. The Virus corrupts Sigma's system and creates the Sigma Virus. Also, canon fact.
FASTFORWARD. Sigma tries eight different times and fails to destroy the human race, is eventually destroyed by the Mother El and then Dr. Weil comes into play. Hmm.. Seems like Dr. Wily created some heavy crap.
Check your sources. I proved you wrong.
Dr. Wily helped Dr. Light create what would eventually become the Reploid race, ad he also created a machine with the capabilities of destroying all of it. Without Dr. Wily, none of this storyline would be exist after the Megaman series ended.
You can say I'm wrong all you want, but Dr. Wily is what began it. Thus making him the most evil villian in the the Megaman universe. He may not have forseen the events that would eventually transpire from his actions, but his actions caused it none the less.

Darkness is right... Dr. Wily owns Dr. Weil.. because after he lost, he wanted the world dead. He knew he never saw Zero completed, so he made him a god of Pure destruction.. wich would Crush the world in the hand. and if that bug din't exists, the world had so much damage. Compared to Dr. Wily is weil only poking the human..

TO Darkness - I agree with all the facts you stated, after some thought here and there, except the fourth one. Correct me, but it seems that you are one of those people who reject the info of RMZ Complete Works. Not that I despise you or anything for this matter, just wanted some clarification.

I've never bothered with Megaman Zero, what I know if it I've read off of Wikipedia. So this Megaman Zero Complete Works is nothing I've bothered with as well. The entire Zero series is worthless to me.

Well, RMZ Complete Works had explained the origin of the Virus. Not from Wily, but from Light. You should read here. I have read it time adn time again and I found no edited information due to vandalism. Under "Possibel Alternate Origin". It's a POSSIBLE ALTERNATE ORIGIN. Not a true one and also, to quote.. "Capcom released a book, Rockman Zero Complete Works, which tells of many things not specifically mentioned in the games, but rather fans had over the years come to believe."
Sounds to me like Capcom just wanted to tell the fans exactly what they wanted to hear with this book of theirs.
I stand by what I've gathered from the games.
